    There are interviews for postdocs now? In the good old days, you just got the offer out of the blue..

    Apparently I misused this terminology...what I meant is they were notified that an offer will come.

    Of course. Usually only the first choices (in an area) get an offer at this point, and the offers overlap within departments and NSF. For most people the "real round" starts after NSF announcement which is mid-January.
